National Branch Secretariats

The branch structures are:

1.      the Regional Branch Sections,

2.      the Regional Branch Secretariats,

3.      the National branch  sections,

4.      the National branch  secretariats.

The activities of branch structures are financed by the National Commission according to the rules specified in the Financial Resolution of the National Congress.

Regional branch sections are established by the interested basic organisational units of the Union and registered by the Regional Board, based on the resolutions of given organisational units and the internal rules and regulations adopted by the Regional Board.

The authorities of the Regional Branch Sections are:

1.      the Regional Convention of Delegates;

2.      the Council of the Regional Branch Section;

3.      the Audit Commission of the Regional Branch Section.

The Regional Convention of Delegates shall take the decision of creating regional secretariats and branch and professional representational bodies within regional authorities.

National branch sections are formed by regional sections of a given branch and registered by the National Commission, based on the resolutions of interested Regional Branch Sections and their internal rules of procedure, as approved by the National Commission.

The authorities of the National branch  Section are:

1.      the National Convention of Delegates;

2.      the Council of the National branch  Section,

3.      the Audit Commission of the National branch  Section.

In special cases, the National Commission may register a National branch  Section, which has not been established by Regional Branch Sections, or may allow the basic organisational units of the Union to join a National branch Secretariat directly, if the units come from a region, where there are no Regional Branch Sections.

National branch  sections may unite in national branch secretariats, according to the rules set by the National Commission.

The authorities of the Secretariat are:

1.      the National Congress of the Secretariat;

2.      the Council of the Secretariat;

3.      the Audit Commission of the Secretariat.

The number of Secretariats is limited to 15. In addition.

The chairpersons of the Secretariats is a members of the National Commission.

All branch structure officers are elected.

All branch structures represent the basic organisational units, belonging to them (by the power of their authority) before the appropriate Union authorities, employers, state administrative bodies, local governments, as well as national and foreign trade union organisation only in matters concerning their branch/trade, having received appropriate authorisation from the national or regional Union authorities.

Branch structures prepare, negotiate or pass opinions on drafts of the collective labour agreements, drafts of legal acts concerning a given branch or enterprise, and perform other functions assigned by Union authorities.

The Council of the National branch  Secretariat may conclude a collective agreement on behalf of the National branch  Secretariat within its own branch, or to authorise a Council of the National branch  Section to conclude a respective collective agreement.

Retirees, pensioners and unemployed may join chapters affiliated to enterprise organisations or establish separate territorial organisations which have status of inter-enterprise organisations. At the regional level, the retirees and pensioners may form regional sections, which may affiliate to the National Secretariat of Retirees.

Interested enterprise organisations may establish professional and other special sections dealing with specific issues or groups at each level of the Union structure. These sections shall be registered by the respective regional board or by the National Commission.
